Local 40 Partners With EUC to Protect, Expand California Film and Television Production
Brothers & Sisters,
I am pleased to announce that Local 40 has officially partnered with the Entertainment Union Coalition (EUC).
The EUC is an alliance of entertainment industry unions and guilds across California, working together to advocate for our members on critical public policy issues. By joining the EUC, Local 40 now has a stronger and more coordinated voice alongside our brothers and sisters throughout the industry to protect and expand Film & Television work here in California.
The coalition was recently instrumental in advancing legislation that keeps California competitive with other states offering aggressive tax incentives. The EUC is also actively working with the City of Los Angeles and other municipalities to streamline film permitting processes and remove unnecessary barriers to production. These efforts are focused on one goal: increasing work opportunities for our members. We are already beginning to see an increase in permits being filed locally.
As production activity grows, our priority is ensuring Local 40 members receive the first right of work under our agreements. We are closely monitoring productions that fail to notify the hall when additional manpower is needed. Covered work must go through the hiring hall and must be performed by members in good standing whenever possible.
We currently have members available for generator calls, portable A/C, and production van work. We will not bring in new members for production classifications until we are unable to fill calls with our existing membership.
If you are aware of a production not utilizing Local 40 members or potentially violating our collective bargaining agreement, let us know immediately. We intend to enforce our contract fully and will contact productions directly when necessary.
Negotiations this Summer
We are beginning early preparations for negotiations for both the Special Effects Technicians Agreement and the Inside Construction Agreement, as both CBA’s expire July 31, 2026. Your input is critical. Please attend the March General Membership Meeting where we will begin discussing potential survey questions and proposals. Formal surveys will be distributed later.
This is a pivotal moment for our industry. Increased production, strong enforcement, and strategic negotiations all require active and informed membership.
I look forward to seeing you at the meeting.
In Solidarity,
Stephan Davis
